Place and method of submitting offers

Offers must be submitted by 21/02/2019 by 9:00 at the headquarters of the Project Engineer – mjc sp. Z o. O. Company in Rzeszów, ul. Krośnieńska 32 lok. 2, 35-505 Rzeszów.
Offers should be submitted in a sealed envelope described as follows: the address of the Contractor, the address of the Employer, the note “Offer for the supply of a prototype electrolyte deposition device for the construction. Do not open until February 21, 2019 until 9:30. “
Offers can be submitted in person, by post or courier. Offers submitted by other means, including electronic means, will be rejected.
The date of submission of the offer is the date of its receipt at the headquarters of the Project Engineer – mjc sp. Z o. O. Offers that will come after the deadline for submitting offers will not be considered.
Each Contractor may submit only one offer. The Purchaser does not allow submission of variants and / or partial offers. Submission of more than one offer and / or variant offer and / or partial offer by the Contractor shall result in rejection by the Employer of all submitted offers.
The offer should be accompanied by documents confirming the Contractor’s compliance with the conditions described in point 6 of this inquiry, as well as describing the scope of works and supplies offered in a way that allows their compliance with the minimum requirements described in the subject of the order.
Offers and all documents included in it should be submitted in Polish. In the case of foreign-language documents, they must be translated into Polish. The Employer does not require a sworn translation. The Employer recommends completing the bid form by computer or machine.
The Employer recommends submitting bids in PLN. If the price of the offer is expressed in a different currency, the Purchaser will convert it to PLN using the average exchange rate of the National Bank of Poland on the day of opening the offers.
Offers will be opened on February 21, 2019 at 9:30 at the headquarters of the Project Engineer – mjc sp. Z o. O. Company in Rzeszów, ul. Krośnieńska 32 lok. 2, 35-505 Rzeszów.
10. The period of being associated with the offer is 30 days from the date set by the Employer as the offer opening date.

Purpose of the order
The purpose of the order is to purchase components for the construction of a prototype electrolyte deposition device. The device will be used for the needs of a research and development project related to the development of an innovative, large-scale thin-film battery production (TFB) method.

Offer evaluation

Assessment criteria and description of how the points are awarded
Non-rejected offers submitted by Contractors not excluded from the said procedure will take part in the assessment.
Offers will be evaluated by the Employer based on the following criteria and their significance
1. Price (C) – 60 points
2. Delivery time (T) – 40 points
The final evaluation of each of the evaluated bids will be calculated according to the formula:
W = C + T
where:
W – the final evaluation of the evaluated (examined) offer
C – the number of points obtained by the evaluated (examined) offer in criterion 1 (Price)
T – the number of points obtained by the evaluated (examined) offer in criterion 2 (Delivery time) The

offer may obtain the maximum number of points: 100 points.

Evaluation of offers according to criterion 1 “Price” will be carried out in accordance with the following formula:
C = (Cn / Co) x 60 points
where:
C – the number of points obtained by the evaluated (examined) offer
Cn – the lowest offer price among valid offers
Co – price evaluated offer (examined)
NOTE:
In terms of criterion 1, for comparison and evaluation of offers, the gross offer price (including VAT) expressed in PLN given by the Contractor in the Offer will be taken into account
The lower the price, the more favorable the offer.
Prices should be given to two decimal places.
In the above criterion, the offer may receive a maximum of 60 points

Evaluation of offers according to criterion 2 “Delivery date” will be conducted according to the following list:
until 30/04/2019 inclusive – 40 points
From 01/05/2019 to 12/05/2019 inclusive – 20 points
From 13/05/2019 until 31/05/2019 inclusive – 0 points

Exclusions
Tenders under this procedure may not be submitted by entities related to the Employer in person or capital.

Capital or personal connections are understood as interrelationships between the Awarding Entity or persons authorized to incur obligations on behalf of the awarding entity or persons performing on behalf of the awarding entity activities related to the preparation and carrying out of the contractor selection procedure and the contractor, consisting in particular of:

participation in the company as a partner a civil law partnership or a partnership,
owning at least 10% of shares or stocks unless the lower threshold results from legal provisions or has not been determined by the MA of the OP
performing the function of a member of the supervisory or management body, proxy, proxy
being married, in a relationship of relationship or affinity in a straight line, relationship of the second degree or affinity of the second degree in the collateral line or in relation to adoption, care or guardianship.

To confirm the absence of the relationship described, the Contractor is obliged to attach to the offer a signed, relevant statement. This statement was included in the offer form.
